Rita Flaherty was the daughter of John Flaherty and Emma Lovett. She was born and raised in Woburn Mass. and stayed there until she joined the Coast Guard during World War Two. Stationed in Seattle she met Theodore Merton Ruoff and despite the fact that he was Navy, she married him.
